Welcome to Willowbrook in South Richland, WA
We are a community of approximately 250 residents located in the sourthern part of Richland, WA. The first residents moved into their homes in the late 1980's and early 1990's with several original owners still enjoying the neighborhood. Residents are attracted to Willowbrook by the quality of the homes and the proximity to local schools, Claybell Park, and the Amon Creek Preserve. The HOA sponsors a late summer block party in September and a Halloween parade and hot dog feed on Halloween afternoon each year. October 16, 2025 - Update
With no action by the developers since the Court's ruling, Richland's Hearings Examiner has ordered the developers to submit a written update on their intentions by October 24, 2025. See the Hearings Examiner's Order
August 22, 2025 - Update
Since the Court of Appeals rejected the Hearings Examiner approval of the project, there have been no other actions taken. We believe the developer will need to reapply or renew their application with the updated and additional information the Court of Appeals found the application to be lacking. We request residents remain vigilant for any work being performed on the property, or public notifications. Calls to the City requesting notifications of any land-use actions have been made. Update - 2/4/2025
The decision of the Court of Appeals has been issued. Read Miller v. City of Richland, et al We will be discussing this decision with our attorneys and will give additional information soon. It appears that the appeals court has agreed that the Hearings Examiner failed to consider the correct evidence and erred by approving the developer's site plan. The matter will be remanded back to the Hearings Examiner to take additional evidence and issue a new decision. The court found that the Hearings Examiner erred by failing to adequately consider the secondary access road and the Wetland classification. Additional information will be forthcoming and Willowbrook will continue to monitor the proceedings to make sure that any development on the property complies with the demands of the Protective Covenants and city, state and federal law. Past Update - 10/24/2023
The Hearing Examiner's decision is in and resulted in an approved Site Plan with significant conditions of approval. We, and two other groups have appealed the decision. The Examiner's decision gives our community several promising ways to challenge and overcome the conditional approval of the Site Plan. We feel our chances for successfully defeating this project plan once and for all are very high. The residents at our most recent annual business meeting were unanimous in their financial support for this legal battle.
Two other HOAs have joined Willowbrook in challenging the conditional approval of this project. The Court of Appeals is presently considering the parties' legal challenge. Briefing is due end of 2023, oral arguments in spring 2024, and a decision by the court is expected by summer 2024.

The developers are seeking to develop a 108 unit apartment complex that will significantly increase traffic flows on Piper Street in both directions through our neighborhood. Our neighborhood has hired legal representation and fought back three prior applications. We have a pending lawsuit against the developers for seeking approval for a use inconsistent with the community covenants. We still need financial assistant to fund the experts and legal representation necessary to mitigate the impact of this land use proposal. The community retained the services of David A. Bricklin, Esq. and are pursuing all legal remedies to mitigate the impact of the propose apartments.
